Create a Master Background

Select the background layer.

Select the Sign-Master page from the pages palette.
Select a fill color from the swatches palette.

Change it's opacity(tint) to about 30 percent.

Select the stroke icon and select a stroke color.
Select the rectangle tool.
Select the Stroke palette. Choose a type.


Draw a rectangle to cover the document.

Note: Pick the select tool - the black arrow in the upper right of the tools window
and select the background. Make adjustments. Change the stroke to taste.
Save your document
